City of Gibbon Awarded $488,000 in State CDBG Funds for Downtown Revitalization and Comprehensive Plan Update
Gibbon, Nebraska — The Nebraska Department of Economic Development (NDED) has announced that the City of Gibbon has been awarded $435,000 in Community Development Block Grant (CDBG) Downtown Revitalization funds and $53,000 for the development of a new Comprehensive Plan. These awards are part of NDED’s 2025 CDBG Downtown Revitalization and Planning Program opportunities.
The CDBG program, federally funded through the U.S. Department of Housing and Urban Development (HUD), provides resources to help Nebraska communities strengthen local vitality, support economic development, and improve quality of life. NDED administers these funds on behalf of Nebraska’s non-entitlement communities.
“We are incredibly proud to see Gibbon included in this year’s CDBG awards,” said City Administrator Matt Smallcomb. “These funds will help us continue the community-driven work of strengthening our downtown, improving accessibility, and planning for Gibbon’s long-term future.”
Downtown Revitalization Grant — $435,000
Gibbon’s Downtown Revitalization award will support a series of projects aimed at improving the appearance, accessibility, and function of the city’s downtown district. Planned activities include:
Commercial building façade and exterior improvements
ADA-compliant downtown sidewalk upgrades
Targeted street improvement activities within the business district
These improvements will build on ongoing community investments and support long-term economic growth in the heart of Gibbon.
Comprehensive Plan Development — $53,000
The City has also been awarded CDBG Planning funds to complete a new Comprehensive Plan, which will guide development, infrastructure investments, land use planning, housing, and community priorities for the next 10–20 years.
This planning process will include engagement with residents, business owners, and community partners to ensure the plan reflects the needs and vision of the people of Gibbon.
